Report a private housing issue
Use this form to report poor or unsafe conditions in privately rented homes, public health concerns, or properties operating without the required licence in Westminster.
If you are a Council tenant you should contact your contact your estate office. We can only deal with private-sector landlords, including Registered Providers.
If you are a Registered Provider (RP) tenant, you should first report the issue to your provider and follow their formal complaints procedure.
Before You Report
Notify your landlord or agent in writing about the issue
✅ Give your landlord reasonable time to respond and fix the issue.
✅ Have contact details for your landlord.
✅ Photos and supporting evidence can be uploaded within the form to support your report.
What You Can Report
You can report housing standard concerns relating to disrepair that pose a risk to health or safety, such as:
✔ Leaks & drainage defects (e.g., continuous water leaks, blocked drains)
✔ Damp & mould (worsening conditions affecting health)
✔ Faulty electrics (exposed wiring, power failures)
✔ No heating or hot water (especially in winter months)
✔ Fire safety concerns (blocked exits, faulty alarms, unsafe wiring)
✔ Filthy or vermin-infested premises
Other Private Sector Housing Issues
- Unlicensed properties that require a selective licence
- Unlicensed Houses in Multiple Occupation (HMOs) (3 or more unrelated people sharing)
- Empty homes (long-term vacant properties)
- Energy efficiency concerns (e.g. properties not meeting minimum energy efficiency standards)
- Hoarding and waste accumulation
- Water leaks and damp (causing structural damage or health risks)
- Pest infestations (rats, cockroaches, bedbugs, etc.)
